In 1949, a year after the confrontation with Wang Yuanhong, things aren't so stellar in District 23. Relationships with the Golden Dragon are still tense, wages have dropped again, and drunkards brawl in the streets every night to relieve their stress.



In the middle of all this, Alan and Keith, two lively war buddies back from Siberia, make a living by erasing targets who get a bit too much in Primavera's way.
